I thought that Name Based recording would record a certain show no matter what channel its on. But I look at my timers and I see "ALL-Night Court 106 TVLND". Does this mean that NBR only records shows named "Night Court" that are on Channel 106 TV Land?

It depends on the timer type and whether you selected single channel or all channels. Be damn careful when selecting "all channels" - you could fill the box REAL quick.
A normal NBR timer (one set from guide) will record its program whenever it is on the channel you created the timer for.
If you want to record a show on ANY channel that is showing it then this is would be one of the times you would want to set up a DISHPass timer for all channels
