And just like with the video portion it is open sourced.
Whether it is free only time will tell: just like Android is claimed to infringe on a range of patents so does On2 technology according to MPEG LA...

But ~40% space savings is not something to sneeze at and (legal issues aside) leaves almost no doubt it will be used...

JPEG replacement? Possible! Given the sheer imperviousness of JPEG into every corner of the tech world though, it will take at least a decade before WebP could sneeze at JPEG's entrenched status.

But the compression ratio will certainly help get it there. Whether it will gain popularity to that level, only time can tell.
