Locals not in HD

Couple of thoughts. If you go with a roof top antenna on the roof, get an amplifier That will improve your cahnces of getting distant ota signals. Another is that all cable companies are required to carry a super basic tier tht is just your locals and a few other channels. That usually runs around $12/mo.

I was hoping to be able to record them but I'm assuming those locals in HD on cable won't be ATSC that the DISH box will be able to use.

correct. Clear QAM is what those usually are.
The Dish receivers only accept ATSC
