What causes an Dual LNB to loose the ability to change between Even and Odd transponders (on both feeds)? Why would it be able change to odd on Transponder 1 and 3 and not the others higher odd transponders?

You need waterproof LNBFs .

Legacy or DishPro?

Legacy LNBs switch, DishPro do NOT - the transponder selection is done at the receiver.
