Looks like TPTLife (2-3 RF23) is making some changes starting next week including upgrading to HD

Starting October 1, our tpt LIFE channel will introduce a new
primetime schedule of programs, offering you the chance
to see shows you missed, re-watch programs you love, and
discover new favorites. We’re adding an entire night of drama
on tpt LIFE—including Masterpiece—another night of history,
and a night of mystery. And we’ll still have a night chock full of
cooking shows, including the newest from Lidia, Cook’s Country
from America's Test Kitchen and the debut of Martha Stewart’s
Cooking School. Plus, we're upgrading tpt LIFE into High
Definition, so your favorite shows will look even better!
For the uninformed here in Minneapolis we had 2 PBS stations in the analog days....2 & 17. (2 was the main..17 was the rerun and backup). When the DTV conversion happened they combined them so 2-1 is the main PBS and 2-3 was renamed TPTLife (2-2 is the Minnesota channel and 2-4 is weather)
They use 2 different RF numbers...RF34 has 2-1,2-2,2-4..RF23 has just 2-3 so they had the ability to upgrade to HD on that. I liked TPTLIfe as they show some reruns from the main PBS but it was either in letterbox or all chopped up picture wise because they were taking a HD program and making it SD so depending on the program it may fill the screen or not. So going HD will help
On satellite its under channel 17 in SD
