I don't think it matters as to what order which is connected. Once install finished and Hopper gets it's initial download and is activated, Joeys should be able to connect to the Hopper. Might be a problem with the node?
Disconnect the coax connection from the Joey
Place the Joey in standby using the front panel
Reconnect the coax connection to the Joey
Unplug the Joey and then reconnect the AC.
The Joey should then boot back up to error 061 and do the software download
the tech should have some troubleshooting procedures or just have him replace them.

This happened to me in March when I had an early install. The Joeys were powered up simultaneously after the Hopper came up. They absolutely would not work after any reset attempts. Error 1303. They were both replaced.
