All I'm gonna say is that code varies by location, and electrical code doesn't necessarily have anything to do with REality - but DOES have to do with LEGality.
Oh - and ya ever try to drive an 8' rod into Pikes Peak Granite? Ain't happening.
A 4' rod hitting bedrock IS acceptable - although the electricians sometimes use two of them to "get their 8 feet" - because there's a couple of inspectors around that are clueless.
