HR54, 3 clients, HR24, and 6 H25’s could I use this setup without a switch and just use a reverse band lnb because one of the clients is going to be a C61?

That should work for the time being, but I think Directv figures for 7 tuners in an HR54 since it will use that many once UHD is fully implemented. I'm sure one of the installers will update my post soon enough.
Yes, that should work perfectly on a RB LNB. The 7 tuners doesn't exist as far as we're concerned and if I remember correctly the extra 2 are reverse band only so they won't count against the 13 tuners on the LNB.

The HR54 takes 7, HR24 takes 2, plus 6 tuners for the H25's is 15 tuners.
You need a DSWM 30 and run the 2 flex ports to the dish for the reverse band Legacy LNB.

Like I said, it will work for the time being, until UHD is on linear channels.
Install? Gonna be an expensive bill with the fees.
But, if that's what makes a member happy, then so be it, and I hope they get the help they need here at satguys.
