How many TV's can be used with a DTV system?

Depends on what you mean. What kind of setup do you have or what are you looking to do? You could split the signal going from the receiver to your tv and send it to several TVs but they will all be watching the same thing.

You could also buy 10 receivers and a mutli switch and have 10 seperate receivers on 10 seperate Tvs.

FYI .. on new installations (not ones that are being added on to) if you go over five IRDs be prepared to give the CSR an explanation (four Bed Rooms, Family Room, Living Room, etc). We all know it shouldn't make a difference if it is 5 or 50, but they are always trying to sniff out fraud real or imagined.

I have four TV's. So I guess that I would want a receiver on each one. So is that possbile with the 3 LNB dish?

Yes the 3 lnb dish has a built in 4 port switch. If you wanted to go beyond 4 or wanted to add a DirecTv Tivo which has 2 tuners you would need to add another multiswitch with more ports.
