I am not sure, if this is an issue for others with the Hopper 3, but this has happened to me, I am thinking about 5 times. The picture on my 4K TV becomes what I would say is compressed or small. Usually, I just shut off the TV, and it resumes to the Normal Picture of 1081p. What could be happening, and should I be concerned.

Depending on which remote you have, you may be accidentally changing the aspect ratio. BUT, when you say that when you turn off TV (only?), that could be a prblem with your set. Also remember, some source material is smaller on purpose, especially some commercials.

Since the power cycle of the TV fixes it, I don't think it is aspect ratio button. Does it happen when you are watching or is it that way when you turn it on? Sounds like a handshake issue between your TV and the Hopper. Is it connected directly or is there an AV receiver or something in between? Maybe try a different HDMI cable or HDMI input on the TV.

When I turn on the TV. I do have a VCR/DVD Recorder connected to the Hopper 3, also connected to the 4K TV. Could that be an issue?

Wherever that DVD player is, you might take it out the setup temporarily to see if that fixes your issue. If it does, you have found the source. If it doesn't, that isn't the source.
