If the receiver and smart card haven't been activated for the new Hopper, it could cause the test installation screen to not go away. You can reach out to our Chat support for assistance with getting that done, as well as any troubleshooting here:

Another cause could be the cabling. You would want to make sure you have the coax cable connected to the correct place on the Hopper, and tightened at both the Hopper and your wall/floor.
