Heavy pixelation on just one transponder?

Hey guys, was hoping some of you could help with this. Went over to my parents for dinner tonight and I was told they were having some issues with a few channels on their satellite (they have E*). Dad flipped to 154, NFL Network, and the channel would frequently break up and freeze and would even go to "Acquiring signal" a couple times. I didn't notice this on any other channels as I was flipping around so I looked at the channel chart and noticed NFL was on transponder 16 on 119 so I found out what other channels were on tp. 16 and checked to see if that was the issue. Nick, channel 170, was also on tp. 16 and when I tuned to that, I was seeing the frequent breaking up of the picture as well. Any idea what might be the issue considering it seems to be ONLY channels on tp. 16, and not a situation where all even or all odd tps are messed up? I am baffled on this one, was hoping for some guidance. Thanks

Go to channel 154 ,press menu , then 6 then 1 then 1 again press select and you should see the signal strenght on the bottom of the screen with sat. 119 and trans. 16. displayed above.

Signal strength was 57-58 and holding steady, no lower than channels on other transponders
 
I thought the issue was on 61.5?

At approximately 17:40 EST last night DISH Network experienced technical
difficulties with transponders 18 and 25 on the satellite located at the
61.5 orbital slot. At 19:30 EST, the services at transponder 25 were
recovered completely, work is still underway to fully recover services
on transponder 18. Services from both transponders were relocated to
other transponders on this satellite. No actions should be required on
your part for service restoration. Additional communications
forthcoming on this as appropriate
 
Ok just an update and some more info on this..

My parents have 2 receivers and the other receiver is NOT doing this on the transponder 16 channels. I told them to pull the plug on the receiver that is having problems and wait about 30 minutes or so. They called me back and told me after doing this it seemed like the channels were ok at first but then after staying on the channel for a couple minutes it started to stutter a little then started the freezing and blocking. It's doing this on every 119 tp. 16 channel they tried (Nick, NFL, Spike). The signal strength is still steady and locked on all these channels. Any more ideas?
