I was wondering if I get the 622 and pay the hd enabling fee instead of siging up for Dish HD will I still get my locals in HD thru Dish? I live in Houston and Dish does offer locals in HD here.

In a word...YES
As long as you already pay for locals.

You do not have to pay for the locals to get them in HD via antenna. However you will not get any guide information unless you do.

Im talking about thru the dish, not an antenna. I already pay for local channels.

Yes, you'll get the HD locals if they're available in your area and you subscribe to the SD local channels. The HD pack is not required to get HD locals.

I tried to get the Dish HD locals and was told I would have to upgrade to a bigger dish at my expense. $159 unless I agree to extend my contact. Then it would be 119. I already have the 1000 dish.

Sounds like your locals are at 118º. This location requires a Dish 1000Plus.
