How many HD locals can fit on a transponder on 129?

1 market per transponder. They look to be done putting HD locals on 129. They have 8 tps left at 129 but no activity. And the next HD locals being added are coming in late april which to me corresponds to the rest being placed on Echo 10

Is that 1 market per transpoinder based on MPEG2 or MPEG4?

MPEG-4. And that's for only 4 stations per market.
