It is unclear, how Google will access information about TV households in order to target its ads, but Dish would be the most viable contender because of their expanding interactive offering.

It will be interesting to see what advertising Google thinks can be "targeted more closely to the content of the TV programming being watched, and more relevant to the people actually watching it" via DVR with a trigger happy thumb on the little yellow button
