ESPN Question

I am trying to figure this out: I was reading an article from ESPN, and the article said that ESPN was available in 98 million households, and ESPN2 is available in 97 millions households. And even looking at this chart

ESPN is projected to have 1 million more homes than ESPN2. My question - what service or package of any satellite/cable company has ESPN but not ESPN2? I would have thought that those two went hand and hand and if you have ESPN, you have ESPN2?

Commercial MDU's, Hospitals, Business, as well as some third party providers bundle or un-bundle ESPN from ESPN2 differently. Households is synonymous with Subscribed Units.
