Right now I have Dish and Spectrum Choice streaming (as well as OTA) for TV. But I'm wondering if having Spectrum Choice would count as "having cable" given that it comes from a cable company?

No. You don't get any of the benefits of cable and you stand a pretty good chance of not being able to free yourself from unadvertised fees (note that I said unadvertised versus undisclosed). If it is the act of cord cutting that excites you rather than the possible savings, you won't really have chased the cable pig out of your wallet.
That said, cord cutting isn't the only way to save money or pay only for what you want.
they will tell you it's cable without the box and that your streaming it. i don't understand why people call it cutting the cord that provider still has you by the balls for internets and more than likely they will crank the price up on that once you start disconnecting services!!! and some of the streaming packages i looked at cost more than a cable sub!!!
I know that Apple TV, Roku and others will let you stream ABC, NBC, CBS Fox and other cable channels via their apps if you have a cable or satellite subscription. They ask you to indicate your provider and then text you a authorization code once it is verified.
Whether or not Spectrum provides broad authentication with their streaming TV product is an important question.

I get the Big Four with Spectrum TV Choice here in Rochester, MN. I also get a couple local stations from the Twin Cities.

Good data point! Their sales propganda makes no mention of local channels.
I should also add that Spectrum TV Choice also has most of my locals from here in Rochester, MN such as CW and others. There are a few 3ABN stations, some other sub-channels, and the KYIN PBS affiliates (Mason City, IA) that I I can only get with an antenna but a majority of my direct local channels (not all) I can get through them.

It does seem to do so. I am running a spectrum TV Choice package here in se wisconsin. I get all locals on the big 4 plus CW and an independent channel. I also get all the subchannels (H&I, Antenna, etc) The package also includes all public access, the music choice channels and 10 channels of your choice from a list of about 70 choices.
Since I moved to an apartment 60 miles from the towers, this has been a good choice.

I get Cloud DVR service with a maximum of 50 stored recordings at one time. I wish there was more shows I could save at a time as well as be able to record each show on more than just one channel plus be able to set a limit on each show’s recordings especially considering the 50 show limit (so that it would help it take slightly longer to fill up). So yes they have a Cloud DVR but with limits.

I’ve actually had a couple conversations about my two providers to a couple people and I didn’t know if I should count the one with Spectrum as “cable”.

They offered a DVR. I have a pair of TIVO units, so I opted for cable cards and use the TIVOs for DVR. Works just like regular cable for me.
At least up here in Sheboygan, WI the streaming plan also allows a traditional cable feed. I get the streaming on mobile devices or ROKU, but can also use a cablecard.
I guess it technically isn't streaming, but the package is Spectrum's response to a high degree of cord cutting. The package isn't advertised. I had to search it out, and until I talked to the people in the office, I thought it was going to be stream only.

It is advertised as a live TV streaming service with on-demand so you're probably fortunate that they're mirroring it for you. Don't ask questions.
Works for me, but for others, it doesn't hurt to ask. A traditional feed probably has more features than the stream one. For example, the music choice stations.
