Elevation adjustment

Any idea how to adjust elevation on this dish, I tried loosening the bolt but it still won't move.

I removed the bolt after applying some vinegar, but still I can't move the dish vertically, do I need to remove anything else?

Vinegar can remove oxidation, but will reproduce it twice as fast. You need to spray it with WD-40 or similar penetrating lube to free it up.
Acids can clean metals but at the same time leave them exposed to all other oxidants.

Use WD-40 spray on the rusted screws and then use all your strength to turn it.

If you snap off the nut, you can replace it with a fresh one.

From the bolts I see on the picture, I'd loosen two.

And maybe at the other side there are bolts too?
