Ok, after these two new satellites (E11 and AMC-14) are lauched E* will have E8, E6, AMC-14 and E11 available. We know E11 is going to 110 and they need two satellites at the 2 new orbit locations (MPEG4). I would assume that AMC-14 will go to one of the new locations so E8 and E6 will go to either 129 or the other location.
Does that pretty much summarizes this whole satellite shuffling?
What about CIEL-2? I forgot about that one too.
