Can I order DVR Advantage with AT200 online?

(a) Is anyone able to upgrade/order DVR Advantage with AT200 online?
When I sign on to Dish Network (as of now, with AT100 w/o locals), there is a link that says ADD DVR ADVANTAGE, or something to that effect. However, clicking that gives me a message 'thanks for your interest....call 1-800-333-3474'.
(b) Since I am already on Credit-Card AutoPay, will there be any 18-month commitment required for upgrading to DVR Advantage?
