Two questions:

1) Is the GI DSR-4500 NTSC receiver digicipher II?

2) Can it receive in the clear digicipher channels?

Not sure about the answer but from what I read in another forum, the 4500 is not very user friendly.

"You need to be on a transponder with a DCII signal stream, the correct antenna port must be selected, the correct VCT # must be selected, and the correct channel # must be selected before you will get a lock indication. "

There are better options from what I have read.

Popcorn, the 4500 must be authorized or its basically useless. If you want the "clear" (fixed key) DCII, you'll need a Motorola 4800, or its rebranded equivalents, Digitrans 7100T or 7150T. Stay clear of 7100ASI or 7150ASI, as they only decode channels from an ASI stream, not directly from an LNB downlink.
