does turbo affect vip211 receiver

if i understand the turbo is something for receivers with a DVR which mine
does not have,not that i am really interested because of the price they
are adding to it,,,appreciate if some one would would make sure i got it
right

The only thing you don't get with the 211 that those of us with DVR's get is 1080p VOD. You still get all the channels plus the same packages.
