By 21st Century standards, E*1 and E*2 are relatively low power.
When E*5 and E*6 replaced them years ago, everyone rejoiced at how much more signal strength there was. Then both of those were replaced by yet newer satellites.
So, I seriously doubt that E*1 and E*2 will be a part of any new system, and just remain providing locals and internationals in the West.
PS If you don't believe me, hook up a dish to 148 - it will be somewhat marginal if it is only 18 inches...
