It's not "illegal" for a consumer to receive out of market signals, although the method you use may violate your service provider's TOS (Terms Of Service). It is illegal for your provider to knowingly supply you with out of market signals under STELAR (Satellite Television Extension and Localism Act Reauthorization). No, unless you are a trucker or something like that those NY locals on 119 are not available to you. They are on a spotbeam on 61.5 and it doesn't reach you in NC.
You could receive the NYC locals using Locast and a VPN...
