Dish install gone terribly wrong!

I just heard from a friend, who is a landlord, that some guy just tried drilling into his concrete balcony to mount his dish. He didn't just drill through the concrete balcony of his condo, but he drilled straight through a tension cable!!

Cutting or drilling into post-tension cables requires expensive repair (over $10,000 per cable replacement) and can result in structural damage or injury to personnel if the concrete collapses or explodes.
