No one else want's DirecTV, and AT&T will lobby the new Administration to allow it because that is the only way AT&T can dump DirecTV for some money. There will be restrictions and conditions, likely including guaranteed lower rates for rural areas until broadband comes to rural areas at an affordable price, but it's the only way AT&T can rid itself of DirecTV and get some cash for it, and that will drive the merge.
