It means Plan A customers will not have an upgrade fee. There will probably still be a tech visit fee and you'll have to renew a 24 month contract.

Can we assume that with 16 tuners, Hopper 3 has to use the new HyBrid LNBFs?

Correct, the Hopper 3 requires the Hybrid LNB to operate, it will not work with the old LNB's.

People were wondering what the new LNB was for... well not we know.
