The 14 TPs currently showing on 99(c) if you have a DVR, or 99(a) if you have a receiver, are the CONUS (national) TPs from DirecTV11. DirecTV11 also has spotbeams TPs which will appear on 99(s) or 99(b).
The numbers on 99(c) seem to be pretty stable right now. If you have numbers lower than the 80s or so, check your 103(c) signals (103(b) if you have a receiver). They should be in the 80s also. If they are not, you definitely have a dish aligment issue. But if you call DirecTV, concentrate on the 103(c)/(b) signal problem. The CSR will not know what you are talking about if you even mention 99(c)/(a).
If you have problems just with 99(c)/(a), you will have to wait until DirecTV11 starts broadcasting real programming before involving DirecTV, since DirecTV11 is officially not "on the air" yet.
