Did Dish drop the requirement to have locals through them to get guide info?

Here is why I ask....I have a 811 that is NOT SUBBED anymore. Havent had Dish since April of 07. Have it hooked in the bedroom for OTA only (have a line from 110/119 to keep the box working).

The other day I noticed when I hit guide it shows locals info on the main channels (the ones that Dish carry). The rest show digital local. I always thought Dish was gun ho on not giving you local info unless you subbed to locals.

When I hit the channel numbers in the 8000's, they're not there at all. It goes to 9400.

Wonder if Dish is changing something or a glitch? Oh and for the nay sayers, below is proof. The Dish channels minus the freebies are green so I could sub if I wanted to

I believe the 811 is an exception but they fixed the problem with the latest software. I remember when I had my 811 it pulled the local data just fine when I had the HD+Voom $20 pack back in the MPEG2 days.

Installer tells me it's illegal to install my dish?!?! HELP!
