Verizon and Comcast are still fighting over the FCC's decision to grant Verizon a waiver to new rules designed to kick-start CableCARD adoption. Comcast wanted a waiver from the rules and didn't get it. They're now calling the FCC's decision "arbitrary," "capricious" and "preposterous," and they're also blasting Verizon for doing nothing the past three years to prepare for the July 1 deadline. Cable providers say they're going to raise cable rates in response to the FCC's demands. AT&T, meanwhile, reminds everyone they're exempt because their U-Verse service isn't technically CableTV.

Verizon's QIP series Motorola FiOS set-top boxes aren't CableCARD compliant, and it looks like the telco hasn't done much of anything to prepare for the the July 1 FCC ban on set-tops with integrated security. Verizon seems to be waiting for a last minute reprieve from the FCC, who has said they won't be handing out many such favors to the cable industry. A special exemption for Verizon will only add fuel to the cable industry's argument that the FCC chief is picking on cable.
