It is for a subscription service, I know the Pansat 3500 has a Conax slot for subscription which is mainly used in Europe, but I am not sure what encryption format the Viewsat card slot allows you to subscribe to.

I was given a used DirecTV receiver years ago that came with a "credit card" from one of those check cashing places. The receiver had some wires coming out the back - probably a hacker's box, and needed something shoved in the card slot to make it work without the DirecTV card. I never did take the card down to the check cashing place to see if it had any value though :/It's a place to hide your credit card so that when your wife asks for it you can tell her it's not in your wallet.
