I THINK the reason has to do with security. Siri works when lock screen is enabled, so it would be a security breach to allow it to open programs. My guess, anyways..
I can launch Siri while i a m in an app and then go right back to it. . Is the lockscreen really enabled?
I mean it can check my mail without me giving a password. Something does not sound right.
