Can not fill Screen in Local HD

I have just had the D* H20 and the 5 LNB ODU installed, we are in the Tampa Bay area. I get great signal strength from the 70s to 100.

I can not get full screen width on locally broadcast HD –NBC-8, CBS-10, FOX-13, ABC-28, ie News or other locally generated HD programs. [ Network originated HD programs come in full width over these same channels such as NCIS, Miami CSI ect. and the D* channels 72,73 - - - 79 are super.] I have about a 2 inch bar on either side and I’ve tried everything I know to get it to stretch out and I am worried about burn in on my plasma TV, it is a 42 inch Toshiba that accepts all formats, I am using an HDMI input cable. We have 2 channels for each station, one is SD and one is HD. The SD channel @480I will fill the screen, The local HD channel broadcasting @ 1080i or 720p will not fill the screen. I hope some clever person can tell me what I need to do to get a full screen on the local channels.

Not all digital programs are 16:9 (some say widescreen), some are actually digital and still 4:3 (some say square or regular) not all digital programs are HD. You options on non-widescreen material viewed on a widescreen tv is to either stretch or letterbox (some say bars or pillars). The SD content on the HD channels is upconverted by the local affiliates and transmitted with the bars as part of the signal. Unless your TV allows stretching/zooming of 720/1080 content (some do, many don't), you will have to live with the bars when watching those channels, or watch the SD versions which you can stretch.

You could call the local networks and ask them if it is in HD, I think it is (as mentioned above) digital but not HD, still better picture, but not HD.
