Black out game?

I was looking for this weekends Tennessee / Charlotte game on Dish finder. It says channel 404-2 ALTSC. I know that’s an alternate SEC channel. But it says “yes” to blackout. Does that mean it’s blacked out in the Knoxville area? Or the entire state of TN?

Not in my town. I’m in Cleveland, TN which is about 70-80 miles south of Knoxville.
