DirecTV does not offer analog locals in Harrisonburg. However, there is OTA available from all four networks to branchbouncer. Therefore, branchbouncer cannot receive any digital network feeds from DirecTV.
And hence the problem. The law hasn't changed yet to allow for a "digital" qualfication based upon the local reception of "digital" feeds. You have no digital feeds available to you, yet you cannot be provided with digital distants because you are within analog range.
