1) Why is the transponder test response time so slow on the 99 & 103 spotbeam transponders as opposed to the conus transponders ?

2) Why is there such variation between transponders on a satellite if they are all on the same bird ?

Those transponders are not mapped like the other birds/transponders are in your system.. so it takes a bit more searching.. plus it "thinks" and retrys a 0 which local spotbeams will show in areas that spotbeam does not cover.

2) Why is there such variation between transponders on a satellite if they are all on the same bird ?

Not all Transponders point to a central location,or the same place. And not all are outputting the same power.
