nope...doesnt need one. I just activated mine a couple weeks ago, and I don't have one. I do have to pay a $5 fee (and have since day one) on my account, since I have no landline.
When you first fire it up, after it does all the s/w downloads, it will go into a test sequence where it tries to test the phone connection...this will not go away until you activate the receiver.
