The decision to connect the shield in the house rather than at the dish is that if there is any voltage potential between the dish ground and the structure ground, I would rather have the open connection at the dish rather than port it through my equipment! 
Add to that the possible coupling from the actuator and servo motors introducing RF noise into the circuits.
