Yes, but I can't imagine why they would need to do any of that in advance with TMP channels.
When they had BET-J-HD and TMC-HD uplinked, they used TMP channels because they needed to make sure that the channels were working properly before they made them available to the public.
In the case of the HD RSNs, they have been tested for many months, and in fact, the part-time switching on-and-off software is more complicated than running them 24/7. And, there would be significant bandwidth duplication by having both the full-time and part-time RSNs running at the same time.
Also, while I myself watch my HD RSN, I do not ever remember the issue being mentioned on a Charlie Chat, Tech Forum, or even a Retailer Chat, so unless the RSNs themselves are lobbying to go full-time, I can't imagine Dish doing so.
