Yes, but I can't imagine why they would need to do any of that in advance with TMP channels.

When they had BET-J-HD and TMC-HD uplinked, they used TMP channels because they needed to make sure that the channels were working properly before they made them available to the public.

In the case of the HD RSNs, they have been tested for many months, and in fact, the part-time switching on-and-off software is more complicated than running them 24/7. And, there would be significant bandwidth duplication by having both the full-time and part-time RSNs running at the same time.

Also, while I myself watch my HD RSN, I do not ever remember the issue being mentioned on a Charlie Chat, Tech Forum, or even a Retailer Chat, so unless the RSNs themselves are lobbying to go full-time, I can't imagine Dish doing so.
I guess you still don't get it Part time HD RSN's are not channels..They are shared channels

Full time HD RSNs were discussed by Charlie himself at Team Summit last year. He said (someone please correct me if i'm wrong) that Dish would be launching full time HD RSN's by 2009.

Personally I don't care if Dish makes my HD RSN full time or not, I just want ALL games broadcast in HD to be shown in HD on dish. No more tuning in to see an HD game only to find out that dish decided only to show it in SD because they haven't dedicated enough TP space.

I couldn't find a reference to when, but it was discussed at last year's TS:

Eric Sahl then comes out and announces that More HD is coming to Dish this Summer and another wave is coming this fall. He says they are working on making some of the HD RSN's which have a lot of HD content available 24/7.

That would be a great improvement. As far I have seen Dish shows only some of the Mets games in HD on SNY, and not anything else.

Make sure that the game is being shown in HD by the RSN.

In the case of my local RSN, about 60% of the games are in HD, and the other 40% are only in SD on all feeds of the RSN...
