First, my friend, it's the Governor who declared state of emergency.
Second, my friend, she did it on 26th, three days before Katrina made landfall on 29th.
Even Washington Post corrected its stupid misinformed article: http://www.washingtonpost.com/wp-dyn/content/article/2005/09/03/AR2005090301680.html
What part of "its the mayors responsibility to evacuate 72 hours before the hurricane makes landfall" didnt you understand.? We are not talking about who or when a state of emergency was declared we are talking about the lack of forced evacuation. Two different issues. Once again your clueless
This time try reading the post (you'll look a little less like a troll if you actually respond to the right issue at hand):
The mayor had enough buses for at least 15,000 evacuees. No one needed to die like they did. The hundreds of poor who died could have been saved. Nagin also turned down an offer from Amtrak on Saturday to evacuate people. He had a plan and failed to execute it.
The plan correctly anticipates that approximately 100,000 residents would be unable or unwilling to leave. Therefore, as soon as a hurricane reaches Category 3 intensity, it is the MAYOR's exclusive responsibility to implement a forced evacuation no later than 72 hours in advance of landfall - well before any possible communications disruption. The plan states that all public transportation systems (buses, etc.) are to be used, and are to be assisted by city police. Instead, Mayor Nagin did nothing. The buses sit neatly parked and idle, and the people were left to fend for themselves, and die.
And for your information, the mayor did not declare a mandatory evacuation until Sunday. If anyone here has lips pasted to their ass its you.
Nowhere does my post say anything about who declared a state of an emergency or when!!
YOUR POST, IF ANYTHING PROVES THAT THE MAYOR HAD ADEQUATE TIME I.E. 72 HOURS AND DID NOTHING!!!
