Will 6000 operate on a SD Set?

I may purchase and activate a 6000 even though I don't have an HD Set. Does the 6000 work on an SD set? Will the 811 pick up OTA signals?

Yes it will, there is an option to output in SD, note that your TV need video and audio inputs as the 6000 has no modulator to output a signal.
