Why the rush to activate?

In buying an access card from Directv, they state that it has to be activated within 7 days. I bought one to go in a used reciever. I didn't ask then but why does it have to be so fast although I am going to activate it within 10 minutes when I get it.

Its legal speak threat language to make sure that you are aware that IF you do not activate within the time limit, they will assume you are up to something they do not approve of, maybe even something illegal, and therefore they have recourse. They are almost certain this threat will make sure you are a legit customer and not selling or tampering with the cards on their dime.

If you do not activate the card asap it will not work when you finally get around to activating it and you'll have to wait for another to be sent out.
