Why no rhyme or reason on college sports blackouts on RSN's???

Since you are also the "moving" expert, I have a black-out related question.

If I "move" to a neighboring county, I would get CBS, ABC, and NBC from the Roanoke/Lynchburg, VA DMA. I dont want to lose my current local sports array, or change anything drastic, just have more locals. The Roanoke channels show different sports than my Greensboro locals sometimes, especially with NFL. If another game was on the Roanoke CBS (in SD only), would the Sunday Ticket feed be blacked out? I am assuming the NFLST feed would not be blacked out.

Roanoke would be in the Redskins market. Depending upon opponent, you local CBS or FOX affiliate would pick up those games, NFL
ST feed would be blacked out.

College baseball last night on NESN (I think) and FS South. Same game

NESN-Blacked out
FS South-not
