Why does dish have shared channel numbers?

I wasn't paying attention, the ones with different numbers are duplicated between 110 and 148.

on 148:

9428=PPV HD
9430=Showtime HD
9440=HBO HD

on 110 (not 61.5)

9467=PPV HD
9460=Showtime HD
9456=HBO HD

Pepper is right, I'm agree with him - if software can't jump on sat/tpn with higher SNR while a provider assign SAME number (SID), then we should have control of it !
