is there a contract dispute with Newport, or is it a conversion issue I wonder

(at least, now that it is back on UHF 21 full power I can finally get it OTA)

Reads more like a conversion problem.

Newport TV may have even gotten a deal done with Dish recently because several subchannels of Newport stations were added.
