Yes, it is Benny Hill. I found it impossible to come up with a clue that nobody would get or everybody would get. Anyway, I was a big Richard T. Bruiser fan as a kid.

The man on the left also had another full time gig. He sold a product that many kids wanted back in the 1970's . A popular stocking stuffer . You can see his commercials for this with him in it on youtube.
