Install the drivers from the plugins menu.atsc-usb-hauppauge(1.1-r0) and 950q(1.0--r0). After the dongle is connected do a full reboot and you should see the tuner in the tuner configuration menu

Are you still using Open VIX all the time?Once it does the blind scan, it also gives you the option to choose which TP's to scan for channels before it looks for them. This is useful for eliminating known data feeds such as those on 87, 91 and 103. I believe OpenSpa might also have this capability, but I don't recall.
