THe only VALUE you get out of your TV is when 4k is being shown ?Without a doubt and is one of the remaining reasons why I'm with them. So I still get SOME value out of my TV from time to time when I'm not watching Youtube or Netflix 4K content. 104 has been showing the wrong content in the guide, and in it's place some pretty decent 4K cooking & culture shows.

Besides the PGA this morning they also have a soccer game in 4K on 105 (free), so that's three live 4K channels open to everyone this morning.

I think the biggest issue with continued expansion is lack of production trucks.
FS1 is using the GTX-18 which I think is limited in availability right now. (and probably super expensive)
Networks seem to want seamless 4k to 1080i/720p scalability in production so there's no separate broadcast set-up needed for 4k. This truck allows you do to full production in 4k, and simply down-res to whatever your standard channel offers.
When you consider ALL the productions done across the country this time of year, it's going to be awhile before there's a lot of 4k around. It seems we have the trend of MORE brodcasts rather than better quality. With the plethora of college football on today, how does a network go about choosing which game to get to 4k and how do they go about doing it? FS1 is taking the simple approach showing their biggest game in 4k each weekend.
Combine the 100 CFB games on, with limited bandwidth, we can only cross our fingers more networks like FS1 are willing to bite the bullet, buy/lease this truck (or similar), and get 4k content out there. Keep in mind last year NBC only showed ND home games, allowing them to set up 4k production once for the whole season. FS1 is touting this around the nation week to week. I don't know of any large sports broadcaster that can reliably stay in place for the full season, and get national eyeballs.
Another factor: Affiliates
It's easy for cable networks like FS1 to offer an 'alternative' station for 4k content because they don't have local affiliates to please/break contracts with/get sued by.
CBS and FOX affiliates make a lot of money with local ad buys including NFL Sundays. CBS & FOX maybe have legal limits in their ability to broadcast these games on a SAT/cable only 4k channels with no local ads. Similar to how I can never watch 4k Red Sox on MLB Network produced broadcasts, because I have to enjoy it on 1080i NESN
Now, NBC was obviously able to do this last year, but the Notre Dame contract maybe allows more flexibility than a whole multi-year NFL contract? NBC Notre Dame home games don't have nearly the market push that CBS Patriots game do in these parts.
Looking ahead to Thanksgiving (and K9SAT suggestions earlier in the thread) we have FOX, CBS, NBC broadcasting one game each. NFL Network does NOT have a game that week, so there's no option for an MLB Network style set-up, where NFL Network would technically broadcasts the game in 4k absolving networks from angering affiliates. My guess would be the NBC night game game would be the one to get 4k'd. While they aren't doing 4k Notre Dame games this year the Winter Olympics are right around the corner and you'd think they'd want to talk up that 4k offering as much as possible. Being in South Korea you can be sure these Olympics will be in 4k as much as possible as S. Korea is one of the first nations (the first?) with OTA 4k broadcasts via ATSC 3.0.
So here's my theory: NBC is using the HD only NEP ND1 for their Sunday Night Football broadcasts this year. There are Sunday Night games on each end of Thanksgiving and it wouldn't probably be possible to move the SNF crew to do 3 games in 7 days. So they'll probably need a separate production set-up for Thanksgiving only since Amazon and NFL network are not involved in that game at all. They can lease/rent/borrow/steal a full 4k production truck for the night and debut NFL 4k.
CBS isn't absent in the 4k sports world either so maybe they'll surprise us?
FOX... meh... maybe they'll let the FS1 boys take over but... they're totally different groups in the same media company, I wouldn't expect it. (CBS Sports and NBC Sports are both children of their overall parent network, FOX and Fox Sports are more like... cousins )
Regardless, let's hope that SOMEBODY gets a 4k game on Thanksgiving and I'll have an even better excuses to not travel to the in-laws.

DirecTV cannot just invent 4K sports broadcasts. Baseball is over (and I'm seeing reports that some FS1 playoff games may be carried), college football game are decided weekly, and hockey and basketball haven't started yet

There is likely a slew of FS1 content pending, like you say.
The loss of Notre Dame games this year is puzzling. Admittedly may not be in their control.
