that means that it will happen when Charlie decides its ok. you can go and buy the dish and LNB from elsewhere. but have to call Dish and ask them for a new smart card

Looks like I'll have to buy the dish and LNBs from somewhere, but getting the new smart cards from Dish is what concerns me. I don't think they will send them out?
